Kelly heads AGPLAW’s Shipping practice, advising shipowners, managers, operators, financiers and investors on a wide range of shipping law, regulatory, transactional and compliance matters, with particular strength in global ship registrations and flag-state advisory.

Her practice covers vessel ownership and structuring, flag selection and structuring, reflagging and transfers, ship sale and purchase transactions, bareboat chartering arrangements, mortgage registrations and discharges, sanctions and regulatory compliance, and ongoing advisory support to shipping groups operating across multiple jurisdictions. She is frequently involved in matters where legal analysis must be combined with a deep understanding of how flag administrations and maritime authorities operate in practice.

Prior to joining AGPLAW, Kelly served in senior positions at the Palau International Ship Registry, acting as Maritime Registrar, Legal Coordinator, and as Head of the Registration Department. During her tenure, she handled complex registrations and regulatory cases, administrative hearings, sanctions-related matters, and worked closely with government authorities on legislative interpretation and regulatory oversight – experience that today gives her clients a significant strategic advantage.

Kelly holds an LL.M. in Maritime Law from the University of Southampton and a Professional Maritime Qualification from the Institute of Chartered Shipbrokers, where she was awarded the Peter Talbot Willcox Memorial Prize for achieving the highest mark worldwide in the Ship Sale & Purchase examination. She obtained her LL.B. from the Democritus University of Thrace and is admitted to the Piraeus Bar Association, Greece.

She is fluent in Greek and English, with working proficiency in Spanish.

Outside her legal practice, Kelly is an enthusiastic skier, an interest that reflects her professional mindset: discipline, precision and confidence in high-pressure environments.
